NYC WALL

We all know what happened to Manhattan and other parts of New York and New Jersey from hurricane Sandy. What blows my mind is the fact that the city of Manhattan is wasting 335$ Million to build a seawall around Manhattan.
"WE HAVE TO PREPARE FOR THE NEXT STORM AND NOT SIMPLY RESPOND TO THE PAST STORM." 

Why is Manhattan spending 335 Million on something that is pointless. What happens when the water gets in to the city but can't get out? What will people do then? Just drown?

There is a huge problem with the homeless in New York and what did the city do? They put them all underground. Now, they want to spend $335 million just to make sure water doesn't get in if there is another hurricane? This is a crazy stupid plan that needs to be changed.

Water moves on its own at its own pace and we have to take that in and use that. They think by using elevated surfaces and using trees and other plats to also make the environment more social friendly.
